1) CAMPAIGN FINANCE REFORM
Another Member of Congress has signed the discharge petition for campaign finance reform, bringing the total to 210 signers out of a needed 218. The newest signer, the first since the September 11 tragedies, is Stephen Lynch (D-MA), who won a special election last month for the seat of the late Rep. Joe Moakley (D).
The pressure for reform is once again building, and when Members return from their Thanksgiving recess we’ll tell you who is "on the fence"—getting only 8 more signatures will finally force a vote on the Shays-Meehan campaign finance reform legislation stalled by the House leadership.
The New York Times editorialized once again today about the need for campaign finance reform, saying "Much of the legislation before Congress and the administration's action this year - from tax cuts for powerful corporations to repeal of environmental rules opposed by the oil and gas industry - was clearly inspired by the demands of campaign donors…. There is no item on the Congressional agenda that would suffer if a soft-money ban were enacted, as most Americans want. Lawmakers need to drop their hypocritical aversion to cleaning up the system and get a vote right away." Common Cause President Scott Harshbarger recently published an editorial in the Memphis Commercial Appeal about campaign finance reform as a civil rights issue:
http://www.commoncause.org/publications/nov01/111901b.htm2) Congress passed legislation giving drug companies an additional six-month extention on their patents provided that they test their products on children. According to Common Cause, that's one prescription from Congress that did not need a refill. Read the news release at:
http://www.commoncause.org/publications/nov01/111501.htm3) Common Cause strongly supports the National Service Legislation introduced today by Senators John McCain (R-AZ) and Evan Bayh (D-IN), and in the House by Reps. Tom Osborne (R-NE) and Harold Ford Jr. (D-TN). Read the whole press release at:
http://www.commoncause.org/publications/nov01/111901.htm4) Reform recently passed in Cincinnati after hard work by a coalition of activists and organizations including Common Cause.
It provides city-wide candidates with partial public financing, backed up by contribution limits, better disclosure, and enforcement. A statement from Scott Harshbarger notes that "Cincinnati has passed the kind of campaign finance reform that can serve as a model for cities and towns large and small." The entire statement is at
