As a public experiment that would be graphic enough for the those that do not believe that breast implants are harmful to the human body: 

Take 100 saline filled breast implants from the present inventory. Take another 100 gel filled implants from the present inventory. Float each in a separate 98.6º Fahrenheit environment, inside of a glass 3-gallon cylinder filled with sterile water. 

Each cylinder would be equipped with a watertight piston, somewhat like a syringe. The water should not only be sterile, but should be devoid of all minerals. In a graduating scale, similar to that of the incapsulation rate of human body material, ratchet the pressure per square inch with the piston. 

At the same time, monitor the bacterial and chemical composition levels of the surounding water. Keep the experiment on display in the FDA foyer for all to see until the manufacturers are proved right or they pull their product. Better yet, maybe the display should be on set up in the Capital Building, They're used to a lot of boobs floating around there.
