One of their smug pieces of propaganda they spread on the much hyped "Hype" by John Stossel, was poo poohing the idea of gel bleed.

An article published in the Journal of National Cancer Institute on September 17, 1997 found that from 23% to 64% of implants contained holes or tears from which silicone may leak.
Further, describing gel bleed as "the escape of silicone from an otherwise intact implant envelope" is "merely universal". The migration can be found in the breast, implant capsule, under arm lymph nodes, arms, fingers, groin, blood and liver.
The author stated "The study suggests that silicone is not inert, as previously thought, but its effects on the immune system and its role in eight typical connective tissue disorders or other chronic conditions, including breast and other cancers, remain in question."
